المسؤولية الجنائية الناشئة عن نشر الشائعات والأخبار الکاذبة عن فيروس کورونا (کوفيد 19)

تعد جائحة کورونا، من النوازل التي لحقت بالعالم أجمع، فلم تنجو منها دولة، ولم يسلم منها قطر، وکان لها تأثيرها السلبي على کافة الجوانب القانونية، ونشأت عنها أو بسببها العديد من الجرائم، لعل من أهمها نشر الشائعات والأخبار الکاذبة – محل هذه الدراسة – بشأن إثارة الذعر والخوف والبلبلة في المجتمع، والتأثير على أداء الحکومات، وهو ما يستوجب التصدي لمثل هذه الجرائم، فجاءت هذه الدراسة لبيان مدى مسؤولية مروجي الشائعات والأخبار الکاذبة جنائيُا، والتي تناولناها من خلال مقدمة بينا فيها أهمية الموضوع وأسباب اختياره،  ثم مبحثين أولهما عن ماهية المسؤولية الجنائية الناشئة عن نشر الشائعات والأخبار الکاذبة عن فيروس کورونا، وجاء في مطلبين، الأول عن تعريف المسؤولية الجنائية، والثاني: فايروس کورونا (کوفيد 19- نموذجًا) دراسة تطبيقية، أما المبحث الثاني فقد بينا فيه أحکام المسؤولية الجنائية الناشئة عن نشر الشائعات والأخبار الکاذبة عن فيروس کورونا، وذلک في مطلبين، الأول بينا فيه الشائعات لغة واصطلاحًا، والثاني عن تجريم الشائعات والأخبار الکاذبة في القانون الجنائي، وخاتمة بينا فيها أهم النتائج والتوصيات.
The Corona pandemic is one of the calamities that afflicted the whole world, so no country escaped from it, and Qatar was not spared from it, and it had a negative impact on all legal aspects, and many crimes arose from it or as a result of it, perhaps the most important of which is spreading rumors and false news - the subject of this study - Concerning creating panic, fear and confusion in society, and influencing the performance of governments, which necessitates addressing such crimes, this study came to show the extent of criminal responsibility of spreaders of false rumors and news, which we dealt with through an introduction in which we explained the importance of the topic and the reasons for choosing it, then two discussions, the first of which is about what it is Criminal responsibility arising from spreading rumors and false news about the Coronavirus, and it came in two demands, The first is on the definition of criminal responsibility, and the second is: Coronavirus (Covid 19 - a model) an applied study. As for the second topic, we explained the provisions of criminal liability arising from the dissemination of rumors and false news about the Coronavirus, in two demands, the first in which we showed the rumors in language and convention, and the second On the criminalization of rumors and false news in the criminal law, and a conclusion in which we explained the most important findings and recommendations.
