دور تقنيات الذکاء الإصطناعى فى العلاقات الدولية والمسئولية الدولية عن استخداماتها

العلاقات الدولية تتسع نطاقاتها وتتشعب فى کافة المجالات الإقتصادية والإجتماعية والسياسية والعسکرية، وتؤثر فيها بشکل کبير تقنيات الذکاء الإصطناعي، سواء على مستوى العلاقات بين الدول، وتوازنات العلاقات الدولية وتفاعلاتها بشکل عام، أوعلى مستوى صنع القرار داخل الدول فى المجتمع الدولى.
کذلک يمنح لمُتخذى القرار قدرةً کبيرةً على التعرف إلى الأفکار والتوجهات الشعبية، وتحليلها، وتوقع مساراتها من خلال تحليل الرأى العام العالمى على وسائل التواصل الإجتماعي، مما يُمکن من الوصول إلى نتائج سريعة ودقيقة تُمکِّن صانع القرار من اتخاذ قراره على أساس معرفة دقيقة بما يُفکر فيه شعوب العالم. فهو يوفر لصانع القرار قدرة کبيرة على توقُّع مسارات الأحداث على المستويات الداخلية والإقليمية والدولية من خلال برامج متخصصة، ما يساعده على اتخاذ القرار السليم، سواء في مجال السياسة الداخلية، أو الخارجية.
وتکمن خطورة تقنيات الذکاء الاصطناعى فى انه لايقتصر استخدامها للاغراض السلمية بشکل دائم وإنما لها دور مُتعاظم فى تطوير آلات الحرب العسکرية، وهو ما نلاحظه حاليا من وجود اسلحة ذات تقنيات هائلة ولها قوة تدميرية هائلة کذلک.
وقد وجدنا ضرورة وجود تنظيم دولى (عالمى وعربي) لاستخدامات تقنيات الذکاء الاصطناعى من خلال عقد اتفاقية دولية عالمية برعاية الأمم المتحدة تتضمْن نُصوص قانونية مُلْزمة لکافة الدول الأعضاء المتقدمة منها والأقل تقدماً، تضع سياسة متکاملة تشمل کافة السياسات الأخلاقية للذکاء الإصطناعي، وتضع عقوبات صارمة للدول المخالفة.
International relations expand their scopes and branch in all economic, social, political and military fields, It has great influenced by Artificial Intelligence Techniques, even in relations between countries, and balances of international relations and their interactions in general, and at the level of decision-making within countries in the international community.
It also gives decision makers a great ability to identify, analyze, and predict popular ideas and trends through the analysis of global public opinion on social media, enabling quick and accurate results that enable decision makers to make their decision on the basis of accurate knowledge of what people of the world think. It provides the decision-maker with a great ability to make decisions based on events at domestic, regional and international levels through specialized programmers, helping it to make the right decision, both in domestic and foreign policy areas.
The danger of Artificial Intelligence Techniques is that they are not limited to peaceful purposes permanently, but have a growing role in the development of military war machines, which we are now observing is the presence of weapons with enormous techniques and also enormous destructive power.
We must have international organization (international and Arabian) to use Artificial Intelligence Techniques through international convention under the Through the United Nations that includes legal provisions for all developed and less developed member states, establishing an integrated policy that includes all ethical policies of Artificial Intelligence, and sets strict penalties for the countries that are in violation.
