التنظيم الدستوري لصنع السياسات العامة (دراسة مقارنة: مصر وفرنسا وأمريکا)

لقد تناول هذا البحث دور السلطات الرسمية في السياسات العامة في مراحلها المختلفة (صنع السياسات، تنفيذ السياسات، تقييم وتقويم السياسات)، وذلک في إطار تحليلي مقارن بين وضع هذه السلطات في العديد من الدول وهم جمهورية مصر العربية والولايات المتحدة الأمريکية والجمهورية الفرنسية. وقبل البدء في تناول أدوار السلطات المختلفة في السياسات العامة تم تعريف المفهوم بالدستور وأهميته وبصفة خاصة أهمية تضمنه وتحديده لسلطات الدولة المختلفة. وفي سبيل ذلک تم استخدام المنهج الوصفي التحليلي لتحليل النصوص القانونية في دساتير الدول محل البحث، ومن ناحية أخرى تم استخدام المنهج المقارن عند المقارنة بين دساتير الدول سالفة الذکر.
This paper examines the role of official authorities in public policies at different stages (policy making, policy implementation, policy evaluation and evaluation), in a comparative analytical framework between the status of these authorities in many countries, Arab Republic of Egypt, United States of America and French Republic. Before beginning to address the roles of different authorities in public policies, the concept was define by the Constitution and its importance, in particular the importance of ensuring it and defining it to the various state authorities. We used a various methodology, the analytical descriptive approach was use to analyze the legal texts in the constitutions of the countries in question. On the other hand, the comparative approach was use when comparing the constitutions of the above-mentioned countries.
