الإطار القانوني والدستوري للحق في الأمن المائي كحق من الحقوق الإنسانية وانعكاساته على الأمن القومي

يهتم الأمن القومي بقدرة الدولة ليس فقط على حماية الوطن والمواطنين من التهديدات التي تواجهه، بل يتصل أيضا بقدرتها على استثمار الفرص وتعزيز موارد القوة، وتجاوز مكامن الضعف لديها وتحسين نوعية الحياة وجودتها ومستواها. ولا يقتصر مفهوم الأمن القومي على مجال محدد دون آخر، وذلك نتيجة تعدد أدوار الدولة وتفاعلاتها الداخلية والخارجية. ويسعى الأمن القومي إلى تحقيق أهداف الدولة الشاملة والمتعددة وإلى الحفاظ على مصالحها الحيوية.
ويعد الأمن المائي أحد المرتكزات الأساسية للحفاظ على الأمن القومي للدول، لما له من أبعاد استراتيجية وسياسية وفنية وأمنية وقانونية هامة تؤثر تأثيرا كبيرا على قوة الدولة. كما يعد الأمن المائي للأفراد حقا أساسيا من حقوق الإنسان، ومن ثم فإن الأمر يتطلب وجود نظام مؤسسي بالدولة قائم على عمليات التخطيط والتنفيذ والتنظيم والتوجيه والرقابة للوصول بالأفراد إلى مستوى التمكين الفعلي من هذا الحق وتوفير ضمانة لتحقيق التوزيع العادل للمياه بما يحقق الأمن القومي.
National security is concerned with the state's ability to not only protect the homeland and the citizens from the threats facing it, but also related to its ability to invest in opportunities, enhance the resources of strength, overcome its weaknesses and improve the quality of life and its level. The concept of national security is not limited to one specific field over another, as a result of the multiple roles of the state and its internal and external interactions. National security seeks to achieve the comprehensive and multiple goals of the state and to preserve its vital interests.
 Water security is one of the main pillars for preserving the national security of states, because of its important strategic, political, technical, security and legal dimensions that greatly affect the strength of the state. Water security for individuals is also a basic human right. Therefore, the matter requires the existence of an institutional system in the state based on the processes of planning, implementation, organization, direction and control in order to reach the level of effective empowerment of this right and provide a guarantee for achieving the equitable distribution of water in order to achieve national security.
