تهدف هذه الدراسة إلى وضع الحلول الملائمة لضمان حصول المتضرر من التغيرات المناخية على حقه في التعويض المناسب في حالة تعذر حصوله على هـذا الحـق لأي سبب كان، وتحديد الملتزم أو المسئول عن هذا الحق وأساس هذه المسؤولية، وآليات الحصول على هذا الحق ونطاقه، ومعايير تقديره، والخروج بتوصيات لغرض توجيه المشرع في حال عدم توفيقه في معالجة هذه الإشكالية.
This study aims to develop appropriate solutions to ensure that the affected person from climate change obtains his right to appropriate compensation in the event that he cannot obtain this right for any reason, and to identify the obligor or responsible for this right, the basis of this responsibility, the mechanisms for obtaining this right, its scope, and the criteria for its assessment, and to come up with recommendations for the purpose of evaluating and correcting the legislator in the event that he does not succeed in addressing this problem.
