الذكاء الإصطناعى وتطور قواعد المسؤولية المدنية

تبرز أهمية هذا البحث بأنه خطوة هامة على طريق التنظيم الشامل للذكاء الاصطناعي، سواء فيما يتعلق بالأنظمة التي تتصرف بتوجيه مباشر من الإنسان، أو أنظمة الذكاء الاصطناعي التي تتمتع بالإستقلالية في التصرف.وإذا كانت الثورتان الصناعيتان الأوليتان قد مكنتنا من إستبدال عضلاتنا بالآلات فإن الثورة الرقمية تتجه نحو تعويض العقل بالذكاء الاصطناعي، بحيث يحول العالم الذي نعيش فيه بغزو الآلات الذكية و خوارزميات التعليم الآلي والشبكات العصبية حياتنا اليومية، بما في ذلك بيئتنا الإجتماعية، فأصبح من الضروري النظر في الكيفية التي أثرت بها هذه الثورة الرقمية جذريا على الأسس القانونية،ويعرف الذكاء الاصطناعي بأنه المجال العام الذي يغطي كل ما يتعلق بإكساب الآلات صفة الذكاء، وذلك بهدف محاكاة قدرات التفكير المنطقي الفريدة عن الإنسان، ولقد أصبح مفهوما متداولاً جداً ودخل جميع المجالات العلمية التقنية منها وحتى العلوم الإنسانية، فالهواتف الذكية بين أيدينا وأجهزة التلفاز المتواصلة خير دليل على ذلك.
كما أن دمج الذكاء الاصطناعي ضمن منظومة الملكية الفكرية هو خطوة رائدة ومهمة في تطوير أداء السياسات المعنية بالملكية الفكرية وفق أحدث تطبيقات الذكاء الاصطناعي وتقنيات الثورة الصناعية الرابعة، وتعزز في الوقت نفسه دور الملكية الفكرية في حماية الإبتكارات والإختراعات في مجال الذكاء الاصطناعي، مما يدعم الإبتكار في الإقتصاد المعرفي.

It has become a very popular concept and has entered all scientific and technical fields, including even the humanities. Smartphones in our hands and continuous televisions are the best evidence of this.
Integrating artificial intelligence into the intellectual property system is a pioneering and important step in developing the performance of policies concerned with intellectual property in accordance with the latest applications of artificial intelligence and technologies of the Fourth Industrial Revolution. At the same time, it enhances the role of intellectual property in protecting innovations and inventions in the field of artificial intelligence, which supports innovation in Knowledge Economy.
