تطور النشاط الإداري في دولة الکويت في زمن Covid- 19

من آثار جائحة Covid -19 على المرفق العام في دولة الکويت توقف النشاط الإداري التقليدي للمرفق العام نتيجة للتدابير العامة التي اتخذتها الدولة مثل الحد من حرية التنقل وتطبيق الحجر المنزلي وتعطيل الدوائر الحکومية مما کان له بالغ الأثر على انتظام سير المرفق العام. وإذا کان النشاط الإداري للمرفق العام يحقق المصلحة العامة وتمکين المنتفعين بالخدمات العامة للمرافق العامة من أجل إشباع الحاجات العامة للأفراد وکانت هذه الحاجات متطورة ومتغيرة باستمرار فإن ما فرضته مقتضيات الحد من انتشار فيروس کورونا المستجد covid 19 في دولة الکويت فرض ما يعرف بالنشاط الإداري الالکتروني للمرفق العام على أوسع نطاق. وعلى الجهة المنوط بها إدارة وتنظيم المرافق العامة تملک دائماً تطوير وتغيير المرفق من حيث أسلوب إدارته وتنظيمه وطبيعة النشاط الذي يؤديه بما يتلاءم مع الظروف والمتغيرات التي طرأت على المجتمع في زمن covid 19.
The effects of the Covid-19 pandemic on the public facility in Kuwait have been halted as a result of public measures taken by the State, such as limiting freedom of movement, applying home quarantine and disrupting government departments, which has had a major impact on the regular functioning of the public facility.If the administrative activity of the public facility is in the public interest and empowers the users of public utilities services in order to meet the general needs of individuals and these needs are constantly evolving and changing, the requirements imposed by the requirements of reducing the spread of the new covid 19 virus in the State of Kuwait impose what is known as the electronic administrative activity of the public facility on a larger scale. Results The authority responsible for the management and organization of public facilities has always had the development and change of the facility in terms of the way it is managed and
organized and the nature of the activity it performs in accordance with the circumstances and changes that have taken place in the society in the time of covid – 19.
