دبلوماسية الجامعة العربية في مواجهة الأزمات الإقليمية

تحاول هذه الدراسة- من خلال استخدام المنهج التاريخي والوصفي والتحليلي- تقييم دور الجامعة العربية کأداة دبلوماسية إقليمية في مواجهة الأزمات العربية، وذلک من خلال بحث مدى فعالية آلياتها في إدارة وتسوية الأزمات العربية ودورها في تعزيز ثقافة المواجهة الوقائية المبکرة،. کما تأتي أهمية الدراسة من کونها تهدف لبيان إلى أي مدى نجحت الجامعة في التعامل الوقائي الآمن والمبکر مع الأزمات العربية خاصة ذات الطابع الوطني منها، وما هي المعضلات والمعوقات التي حدت من هذا الدور، وذلک من خلال استعراض الإطار القانوني للجامعة والتطورات التي طرأت عليه، وصولاً إلى محاولة تقييم أدائها على مستوى الفعالية والکفاءة في کفالة السلم والأمن الإقليمي لأعضائهما. وقد اشتملت الدراسة لتحقيق الهدف والغاية منها على مطلبين يسبقهما مقدمة تنطوي على أهداف الدراسة من حيث بيان أهميتها والإشکاليات التي تُثيرها والفرضيات التي تسعى للتأکد منها وطبيعة منهجها: إذ يتناول المطلب الأول منها أسس التعامل الدبلوماسي للجامعة في مواجهة الأزمات وذلک عبر استعراض النظام القانوني لها في مواجهة الأزمات العربية، والتطورات التي طرأت عليه. بينما تم تخصيص المطلب الثاني لبيان دور الجامعة العربية في إدارة الأزمات العربية، وذلک من خلال تحليل دورها في إدارة وتسوية أزمات أعضائها. يتبع ذلک خاتمة تنطوي على أهم النتائج والتوصيات التي توصلت إليها الدراسة.
Through application of the historical, descriptive and analytical method, this study attempts to assess the role of the Arab League as a regional diplomatic tool in the face of Arab crises, by examining the effectiveness of its mechanisms in managing and settling Arab crises and its role in promoting a culture of early preventive confrontation.
 The importance of the study also comes from the fact that it aims to show to what extent the university has succeeded in a safe and early preventive dealing with Arab crises, especially those of a national nature, and what are the dilemmas and obstacles that have limited this role, by reviewing the university’s legal framework and the developments that have occurred in it, leading to Attempting to evaluate its performance on the level of effectiveness and efficiency in ensuring regional peace and security for its members.
To achieve study purposes and targets it divided into three themes preceded with an introduction. The introduction includes study aims and importance in addition to the study problem emerged by the study and hypotheses sought to be ensured. The first theme concerned with the foundations of the League's diplomatic dealings in the face of crises, by reviewing its legal system in the face of Arab crises, and the developments that have occurred in it. While the second theme was devoted to explaining the role of the Arab League in managing Arab crises, by analyzing its role in managing and settling the crises of its members. This is followed by a conclusion that includes the most important findings and recommendations of the study.
