مراحل إبرام وتنفيذ عقود الـ B.O.T

نظراً لأهمية المشروعات المقامة بنظام الـB.O.T وامتدادها لمدد طويلة فإن الدولة المضيفة تتبع مجموعة من الإجراءات التي تراها ضرورية ولازمة لاختيار الشركة التي سوف تقوم بإنشاء المشروع وتشغيله، وعلى ذلك تبدأ الدولة المضيفة بتحديد المشروعات والمرافق التي تحتاج إليها بصورة ملحة، ثم تقوم بعد ذلك بعمل دراسة الجدوى المبدئية للمشروع وأعداد كراسة الشروط متضمنة المواصفات الفنية ومعايير الجودة المطلوبة، ثم تقوم بالإعلان عن المناقصة وتلقى العروض المختلفة والتي تدخل في مفاوضات أفضلها للوصول إلى أفضل الشروط تحقيقاً للمصلحة العامة، وأخيراً تنتهي هذه المرحلة بإبرام العقد مع الشركة التي رسا عليها العطاء ونجحت معهم المفاوضات وفقاً للقواعد والإجراءات التي وضعها المشرع.
